| Ruling Text: Lisa Zabielski, as trainer of record for the horse “MR DUNNIGANS” in the 4th race on 03/09/2024 at Saratoga Harness is issued a Seventy Five (75) day full suspension of their occupational license, beginning 04/21/2024, through and including 07/04/2024, and a Two Thousand Five Hundred Dollar ($2,500.00) fine. The pre-race blood sample collected from “MR DUNNIGANS” on 03/09/2024 was found to have a TCO2 concentration 46.9 millimoles per liter +/- 1.1 millimoles per liter. This is in excess of the levels established by the New York State Gaming Commission. “MR DUNNIGANS” finished 5 and is hereby disqualified and placed unplaced. The purse money earned of Five Hundred Twenty Five Dollars ($525.00) is ordered returned and redistributed. “MR DUNNIGANS” shall submit to a 6-hour pre-race detention, for a period of 6 months, 04/13/2024 through 10/13/2024, without regard to whether the horse is transferred to a new owner or trainer. The horse must also test in compliance with the above stated rules each time raced during the required pre-race detention period and shall be ineligible to race until the horse tests in compliance with this rule. During the term of the suspension, Lisa Zabielski is deemed a disqualified person and denied access to all grounds under the jurisdiction of the New York State Gaming Commission. Any horses owned or trained by Lisa Zabielski shall be denied the privilege of participating during the term of suspension, unless transferred to another licensee approved by the Presiding Judge at Saratoga Harness.
