You were observed whipping your horse the length of the stretch, you have been previously warned that this is excessive on prior occasions. You are hereby fined $100. This action is in violation of 9 NYRCC §§ 4117.8. (c) excessive, and unnecessary and is prohibited. All further penalties of this nature may result in escalation of fines and or suspension. |
