Ruling Text: Darrin Monti, as responsible trainer under 9 NYCRR 4120.4(a), violated Commission rules in that a horse he trained, Snapshot Springs, competed in the 2nd Qualifying race at Buffalo Raceway on July 6th 2019, and the horse had the substance Methylprednisolone present in a race-day blood sample from the horse at a concentration in excess of 100pg/ml (including an assessment of the measurement uncertainty and imprecision of the quantitative threshold) in plasma, as determined by the laboratory conducting tests for the commission, in violation of 9 NYCRR 4043.3(a)(17); and the horse having been administered methylprednisolone, was raced before testing below such threshold and being released to race by the presiding judge in violation of 9 NYCRR 4120.2(m). Having appeared before a representative of the Commission and waived your right to appeal your fine is reduced from $500 to $375. |
