(1) Mr. Johnny Frontal caused the horse Palladian Bridge to be claimed in the 2nd race on October 28, 2016 at Belmont Park in the name of Phillip Scott as claimant, when Johnny Frontal and Keno Walcott was the actual claimant of the horse and was not licensed as an owner(s) in New York or eligible to claim a horse in such race, in violation of 9 NYCRR 4038.1(a) and 4042.1(f); and
 
(2) While Johnny Frontal and his co-owner Keno Walcott were unlicensed and their horse was ineligible to race, he used and permitted (a) the horse “Palladian Bridge” to enter and race in the 7 races on November 30, 2016, January 1, 2017, January 21, 2017, February 12, 2017, March 10, 2017, April 1, 2017 and April 22, 2017 respectively, at Belmont Park and Aqueduct racetrack, (b) such entries to made by Brandon Charlerie who falsely represented himself to be the owner, and (c) the horse to be run in the name Brandon Charlerie as a front owner, in violation of 9 NYCRR 4025.4, 4025.6, 4025.15, 4025.12 and 4042.1(f).
