Ruling Text: YOU ARE HEREBY ORDERED TO SHOW CAUSE, before the New York State Racing and Wagering Board, at its office located at One Broadway Center, Sixth Floor, Schenectady, New York, on November 30, 2010 at 10:00 a.m., why, pursuant to Racing, Pari-Mutuel Wagering and Breeding Law section 220(2) and 9 NYCRR section 4002.19 your license to participate in pari-mutuel thoroughbred racing as an trainer should not be suspended and/or revoked, and a fine or fines imposed. FINDING AND ORDER, May 3, 2011, Kristen M. Buckley: ORDERED, that Mr. Lotruglio’s license to participate in pari-mutuel thoroughbred racing as an owner and trainer be, and hereby is, revoked; and it is further ORDERED, that any new application for a license as an owner or trainer be denied unless satisfactory proof is submitted to the Board that his debts to grooms and/or other stable employees have been satisfied; and it is further ORDERED, that during such time that he is unlicensed, Mr. Lotruglio is denied the privileges of the grounds, whether as a patron or otherwise, of all racetracks under jurisdiction of the Board.
