| Ruling Text: AFTER CAREFUL CONSIDERATION, YOU ARE HEREBY NOTIFIED THAT THE BOARD REFUSES TO ISSUE YOU A LICENSE TO PARTICIPATE IN RACING IN THE STATE OF NEW YORK, FOR WHICH YOU APPLIED ON 5/28/2010, RECEIPT# VD 1306768, FOR THE FOLLOWING REASON: YOUR EXPERIENCE, CHARACTER AND GENERAL FITNESS ARE SUCH THAT YOUR PARTICIPATION IN RACING OR RELATED ACTIVITIES WOULD BE INCONSISTENT WITH THE PUBLIC INTEREST,CONVENIENCE OR NECESSITY, OR WITH THE BEST INTERESTS OF RACING GENERALLY. FINDINGS AND ORDER, DECEMBER 28, 2010, Gail Pronti: ORDERED, that Ms. Couch’s application for a license to participate as a trainer and groom in harness racing be and hereby is denied for the term of the license application; provided, however, that she may thereafter apply for a license to participate in horse racing, which application shall be reviewed with due consideration of the Hearing Officer's comments and evaluation, and potential conditions for licensing; and it is further ORDERED, that Ms. Couch is denied the privileges of the grounds, whether as a patron or otherwise, of all racetracks under jurisdiction of the Board. |
