Gaming Commission

As Per Stipulation dated July 14, 2014 that, on May 16, 2010, a horse "Martha's Mandate" not having been administered furosemide, was trained by you  and racing at Belmont Racetrack in the 1st race and had a pre-race TCO2 level of 37 millimoles per liter or more, in violation of  9NYCRR 4043.8 and 4043.4. Said horse is hereby disqualified and  unplaced in the order of finish. You, shall be suspended for 30 days, which shall be served only if within one year from the date of this stipulation a horse trained by you and entered to race in New York shall have a positive drug test, or within two years from the date this stipulation you shall violate the conditions of your license agreed to herein.

A, You shall not permit unlicensed persons or suspended trainers to enter horses in your name. B, You shall not take responsibility for other trainer's horses without personally supervising the care and training of the horses. C, You shall not enter any horses in New York State unless the horses are being personally trained and cared by you and under your direct supervision. D, You shall not have any category 1 or 2 equine drug positives on any horse entered by you to race in New York.

Upon successful completion of two years without violation of any of the above conditions, the charges against Respondent, Neal Terracciano shall be deemed satisfied.
