STIPULATION, Mark Stuart, 8/3/2010: It is hereby STIPULATED that this appeal shall be withdrawn upon the condition that the Board reduce the fine to one-hundred dollars ($100); And it is further STIPULATED that DR. RUSSELL S. COHEN hereby admits to the violation of unlicensed participation on May 5, 2010 and will pay a fine in the amount of one-hundred dollars ($100) in satisfaction of the penalty no later than August 15, 2010, and submit such payment to the New York State Racing and Wagering Board. And it is further, STIPULATED that DR. RUSSELL S. COHEN waives his right to appeal in this matter. |
