Ruling Text: YOU ARE HEREBY ORDERED TO SHOW CAUSE, before the New York State Racing and Wagering Board, at its office located at One Broadway Center, Sixth Floor, Schenectady, New York, on Wednesday, July 30, 2008 at 10:00 a.m., why, pursuant to Section 309(2)(e)(ii) of the New York State Racing, Pari-Mutuel Wagering and Breeding Law: Your application for a license to participate in pari-mutuel harness racing as a Groom should not be denied as a result of your actions with or against another person on or about July 5, 2008 in the Town of Vernon and various other locations throughout the State of New York and the Commonwealth of Massachusetts, which has resulted in your arrest by the Oneida County Sheriff’s Department and the criminal charge of kidnapping in the second degree being filed against you. Because your experience, character or general fitness is such that your participation in harness racing or related activities would be inconsistent with the public interest, convenience or necessity or with the best interests of racing generally, the Board is considering the denial of your license application.
