| Ruling Text: YOU ARE HEREBY ORDERED TO SHOW CAUSE, before the New York State Racing and Wagering Board at its main office located at One Broadway Center, Schenectady, New York on July 31, 2008, at 10:00A.M., why, pursuant to Racing, Pari-Mutuel Wagering and Breeding Law §§ 309 and 321, Article 3 of the State Administrative Procedure Act and 9 NYCRR, Part 5402, and New York Harness Racing Rules 4119.7 and 4119.8 your license to participate as a Groom in pari-mutuel harness racing should not be suspended or revoked because your experience, character and general fitness are such that participation in harness racing by you would not be in the best interest of racing or the public interest, convenience or necessity, or in the best interest of racing generally.
