Ruling Text: Your license to participate in pari-mutuel harness racing is hereby SUSPENDED IMMEDIATELY pending the disposition by the Board of the scheduled hearing before the New York State Racing and Wagering Board. Under the present circumstances you lack the general character and fitness for continued participation in pari-mutuel racing and that your continued participation in pari-mutuel racing is presently inconsistent with the public interest, convenience and necessity and with the best interest of racing generally. FINDING AND ORDER, 7/14/2008, Gail Pronti: ORDERED, that the Harness Racing license of Respondent, Brian Mills, is revoked. 7/31/08-The New York State Racing and Wagering Board upheld the recommendation of Hearing Officer Russell H. Baller, Jr. that the license of harness-groom Brian Mills be revoked based upon a finding that Mr. Mills submitted a urine specimen that tested positive for cocaine and that his experience, character and general fitness are such that his participation in racing is inconsistent with the public interest, convenience and necessity, or with the best interests of racing generally.
