You were not present at Tioga Downs and you failed to have an acceptable current certificate of insurance on file with the Commission, necessitating scratches of the two horses. Every Owner, Driver or Trainer who employs or hires any person or persons are required by the laws of the State of New York to be covered by workers' compensation and must file a certificate with the commission. |
