FINDINGS & ORDER, 1/02/2007, Ordered the decision that Mr Monserrate's license be revoked to participate in racing in the State of New York be upheld and further ordered that he be barred from all NY State thoroughbred tracks as a licensed participant or patron until successful rehabilitation, test clean and continues to test clean, at which time he may reapply for a thoroughbred racing license. |
