Ruling Text: You are hereby suspended 30 days reduced to 15 days for having waived your right of appeal October 22, 2007 through November 5, 2007 inclusive and you are fined $2000.00 for finding of the drug Lidocaine in the post race sample of horse Wild Vicar who finished 2nd in the 1st race at Belmont Racetrack on July 20, 2007. This drug was administered in violation of New York State Racing and Wagering Board rules 4043.2 and 4043.5. (This penalty is reflective of the investigation into the incident). Said horse is hereby disqualified and unplaced in the order of finish. You shall be denied the privileges of the grounds of each and every New York State racetracks and no horse owned or trained by you and your agents or employees shall be allowed to participate in racing in New York State. During your period of suspension, you shall not participate in New York State pari-mutuel horse racing, directly or indirectly, you shall be denied the privileges and use of the grounds of New York State racetracks, and you shall be forbidden to participate in any share of purses. Horses owned or trained by you, or those employees or agents who continue to serve as your agents or employees during such period of suspension; and horses in regard to which you are making arrangements with any owner, directly or indirectly, to care for, train, enter in races, invoice, collect fees or other payments, employee workers, or otherwise handle; shall not be allowed to participate in pari-mutuel racing and are denied the privileges of the grounds. This shall not preclude agents or employees of you, who are serving as such during the period of your suspension, from participating in pari-mutuel racing as owners, trainers, and groom, as long as they are licensed and perform those duties consistent with rules and regulations of the State of New York.
