Ruling Text: On three (3) consecutive race days, you as Trainer of Record utilized several Grooms to paddock and care for your horses with full knowledge that you did not have Workers' Compensation Insurance. The Presiding Judge explained that your horses would be scratched, but you misrepresented to him that you did obtain the required insurance and the horses were allowed to race. You violated the Workers' Compensation rule and your actions were detrimental to the best interests of racing. You and your horses should not have been allowed to participate in races on these mentioned days. You also committed fraud and misrepresentation in connection with the Presiding Judge's investigation in this matter.
Fined: $1500.00
