Ruling Text: On 11/11/2006 you allowed two horses trained by you, "Deceived By Trust" (race 9, post 3) and "Spank Me Frank" (race 12, post 3) to race in your absence. You failed to have a workers compensation policy in force and a current certificate of insurance on file with the racing commission. During a phone conversation that night prior to the horses racing, you misrepresented that you not only had a workers compensation policy currently in force and that you would furnish that information to the Saratoga Judges no later than noon on 11/15/2006. You were also aware that penalties would be imposed (fine and/or suspension) in the event you failed to do so. As a result, In addition to the fine in the amount of $2523.75, your license to participate in harness racing is suspended for a period of 15 days. Suspension is scheduled to begin on 12/10/2006 and continue through 12/24/2006. You are scheduled to be able to participate on 12/25/2006. Waived Right to Appeal, fine reduced to $2,023.75 with no suspension.
